I am directed by Secretary Sir Austen Chamberlain

to transmit herewith a copy of correspondence with His

Majesty's Consul-General at Saigon and with the Board

of Trade on the subject of discrimination against

foreigners in Indo-China.

2. The Secretary of State will be grateful for

any observations which Mr. Secretary Amery may desire

to offer on this matter, and in particular he will be

glad to be informed of the treatment in matters of

taxation etc., accorded to French citizens in Singapore

and Hong Kong.
